The Skilled Independent visa subclass 189, Skilled Nominated visa subclass 190 and Skilled Work Regional (Provisional) visa subclass 491 are separate pathways. Their names do not establish that a person qualifies, and the relevant requirements must be checked when a decision is being considered.
